The Ministry of Personnel oversees management of technical personnel, state civil servants, and leading executives in key SOEs. It does not manage the insurance of employees in government institutions, but it does approve some levels of enterprise recruitment. A notable function of the ministry is to select recently displaced officials who rank above the sub-ministerial level to be special enterprise inspectors. These special inspectors are placed in key SOEs where they examine the enterprise's financial records and appraise the personal performance of managers and their compliance with laws and regulations. The special inspectors are not, however, supposed to get involved in the business management of the SOE, or to receive monetary or other kinds of compensation from the enterprise. The system of special inspectors is intended to step up government control over key SOEs, prevent malpractice on the part of managers, and block the illegal siphoning of state assets during SOE reform. Unofficially, the system of special inspectors provides employment for displaced ministerial officials.
