- Draft related rules, regulations, legislation, policies, and standards for managing the national railroad system
- Reform and expand the railroad network in accordance with the nation's annual railroad transportation plans and long-term development programs
- Issue bonds to finance railway development
- Administer railroad construction and related industries
- Oversee research and development for enhancing railway performance and speed
- Ensure the safety and security of railway transportation; handle and investigate accidents
- Organize related international cooperation projects
MOR regulates China's passenger and freight rail operations. MOR is in the process of separating its network management function from that of its freight and passenger business and has set a goal of establishing independent passenger and freight companies by 2010. The network management responsibilities of railway construction, allocation of paths, and regulatory oversight will continue to remain with MOR.
MOR also holds an ownership stake in RailCom, a PRC telecom company licensed to engage in fixed-line telephone operations drawing on the extensive telecommunication infrastructure MOR installed along China's railways.
