Responsibilities

MOR regulates China's passenger and freight rail operations. MOR is in the process of separating its network management function from that of its freight and passenger business and has set a goal of establishing independent passenger and freight companies by 2010. The network management responsibilities of railway construction, allocation of paths, and regulatory oversight will continue to remain with MOR.

MOR also holds an ownership stake in RailCom, a PRC telecom company licensed to engage in fixed-line telephone operations drawing on the extensive telecommunication infrastructure MOR installed along China's railways.
