- Establish laws and regulations regarding the management of national ethnic affairs; improve minorities' access to the national legal system
- Organize the study of ethnic theory, ethnic policy, and ethnic problems; research and draft methods of coordination with ethnic relations with an eye toward maintaining social stability
- Manage various government departments in studying minorities' human rights and the conditions of minority women and children
The State Ethnic Affairs Commission is one of the China's oldest commissions. It operates under the Chinese Communist Party's Central Committee and the State Council, serving to advise both bodies on work related to China's 55 identified ethnic minority groups. The State Ethnic Affairs Commission is supposed to execute the party's national ethnic policy by promoting the economics, politics, education, and culture, of national minority living areas. The commission is responsible for China's autonomous regions, including planning economic development policies for those regions and proposing solutions to problems that occur more frequently in minority regions, such as illiteracy and poverty. One of the Commission's most difficult tasks is to promote education among minorities and raise literacy rates.
