The Ministry of Culture is responsible for drafting and implementing programs and regulations pertaining to cultural activities, including performing arts, music, films, literature, and television programming, and more broadly, national cultural movements and history. The ministry plays a large role in regulating content that the state views to be offensive to Chinese culture, such as politically sensitive material or material that portrays prostitution, gambling, or drug abuse. It also works to prevent the dissemination of pirated or smuggled music and movies. During crackdowns on prohibited content, the Ministry of Culture joins forces with other government institutions such as the Ministry of Public Security, the State Administration of Industry and Commerce, and the Ministry of Supervision.
The Ministry of Culture also oversees the governance of China's 28 cultural and national heritage sites and works with the State Commission on Ethnic Affairs to protect and promote traditional minority cultures and cultural sites in China. Additionally, the Ministry of Culture manages the State Cultural Relic Bureau and guides policies on the trade, sale, and export of cultural relics.
