The National Copyright Administration (NCA), the highest administrative agency responsible for interpreting China's copyright laws, was established in 1985. It is closely linked to the General Administration of Press and Publication, as both were originally located within the Ministry of Culture. Later, the NCA was elevated to a department directly under the State Council. Its primary duties include:
- Implement Copyright Law, its rules, and related administrative regulations;
- Investigate significant national copyright infringement cases;
- Direction local copyright administration work;
- Approve the establishment of copyright collective administrative agencies, external; agencies and supervise of this type of work;
- Administrate domestic copyright owners products and uses;
- Manage foreign copyrights
