The State Administration of Foreign Experts Affairs is in charge of the country's search for and recruitment of foreign expertise. It is mainly responsible for managing the administrative work associated with hiring foreign personnel in China (including foreign experts in economics, technology, management, education, science, health, foreign-invested ventures, foreign-contracted projects in China and key construction projects, and experts from the Hong Kong Special Administrative Region (SAR), Macao SAR, and Taiwan). In particular, the bureau has been trying to bring in more foreign experts to help develop the western areas. The bureau maintains contacts with international organizations. It has established co-operative ties with more than 300 international organizations, universities, and nongovernmental organizations from 60 countries and regions. In addition, the bureau manages study-abroad programs for personnel in China's central government organs, enterprises, and institutions.
