The State Grain Administration (SGA) is an administrative body overseen by the National Development and Reform Commission, even though it is under the State Council. SGA's main responsibilities include: managing the country's grain supply, including storage, distribution, and importing and exporting; drafting relevant grain-related laws, policies, rules, and regulations; managing the country's grain quality and standards; and promoting new technology in grain handling, storage, and processing.

The State Grain Administration has five departments and employs about 75 people. The National Grain and Edible Oil Information Center, Military Grain Supply and Service Center, Standards and Quality Center, and China Grain Economy Editorial Department are all affiliated with SGA.
