- Determine the proper laws, regulations, and policies regarding China's seacoasts, islands, inner seas, neighboring seas, neighboring regions, continental shelf, exclusive economic zones, and any other oceanic areas over which China has jurisdiction, as well as to develop plans for how oceanic resources are to be best used.
- Draft and release laws pertaining to oceanic environmental protection and emission controls. This includes investigating and evaluating the maritime environment.
