Originally established November 1954, the State Council Legislative Affairs Office was re-organized in March 1998 as a supportive body to help the premier handle legislative affairs.
Responsibilities- Decide annual legislative agenda of the State Council;
- Examine and revise draft laws, regulations, and international agreements pertaining to China and submit such drafts to the State Council for inspection;
- Draft and organize the drafting of important laws and administrative regulations;
- Interpret existing legislation;
- Examine and record local regulations and rules issued by local governments and departments of the State Council.

- Draft the State Council work report, speeches for State Council leaders, and administrative papers, regulations, and policies (such regulations and policies may be drafted independently or cooperatively with other departments, under the direction of State Council leaders);

- Draft policy papers for key CCP Central Committee and State Council meetings;
- Collect, follow, and analyze information on China's economy and social environment, producing reports and proposals for State Council decisionmakers;
