Shang Fulin, a PRC financial sector insider, is chair of the China Securities Regulatory Commission (CSRC). He is also a member of the 17th CCP Central Committee.

Shang was born in 1951 in Ji'nan, Shandong. He entered the CCP in 1970 while performing military service from 1969 to 1973. He worked at a Beijing branch office of the PBOC from 1973 to 1978 before studying at the Beijing Finance University, where he earned a doctorate degree in finance in 1982.

After graduation, Shang was posted to PBOC headquarters where he worked for the next 18 years. Shang concentrated on capital fund planning at the central bank, working his way up to the position of director general before being appointed as a PBOC assistant governor in 1994. In 1996, at the age of 45, he was appointed as PBOC vice governor responsible for monetary policy and balance of payments work.

In February 2000, Shang was appointed president of the Agricultural Bank of China, the weakest of China's "big four" state banks in terms of non-performing loans. Shang held this position for almost three years before being appointed director of CSRC in December 2002.

He was appointed an alternate member of the 16th Chinese Communist Party (CCP) Central Committee in November 2002.
