MOH focuses on research, education, and disease prevention. The ministry researches and drafts healthcare laws, development plans, and technical and hygienic standards; regulations for rural health and maternity care; and plans for medical research and educational development, including vocational standards for healthcare professionals. MOH also develops educational programs on disease prevention. These responsibilities are divided among the Administrative Office, the Bureau of Health Care, and the other eight departments.

MOH also has responsibility for pharmaceutical rules and laws. These functions had been previously transferred out of MOH to the State Drug Administration (SDA) in 1998, but were regained when MOH absorbed the State Food and Drug Administration, SDA's successor agency, in March 2008. While MOH retains the authority to draft national quarantine and infectious disease inspection legislation, the Administration for Quality Supervision, Inspection, and Quarantine has assumed the duties of national border quarantines and inspection of imported food products. In addition, the Ministry of Labor and Social Security acquired responsibility for medical insurance.
