MLR focuses on the management, protection, and utilization of land, mineral and oceanic resources. Specifically, it manages land-use rights and decides which government bodies have jurisdiction over land disputes, depending on the scale of the dispute. The agency also controls the collection and distribution of China's geological data. In addition, MLR issues and repeals decrees that directly affect how foreign companies use land in China. For example, in March of 2003, to comply with WTO commitments, the ministry repealed a total of 136 decrees, including the Notice on Strengthening Management of Land Use by Foreign-Invested Enterprises, the Notice on Strengthening Management of Land Use in Selling and Renting Real Estate to Overseas Customers, and the Notice on Issuing Sampling Contracts for State Land Use Right Transfer and Foreign-Invested Enterprise Land Use.

The ministry was created in 1998 from the old Ministry of Geology and Mineral Resources and the State Land Administration and oversees the State Oceanography Bureau and the State Bureau of Surveying and Cartography.
