- Study and put forward micro-goals on science and technology development and guiding principles, policies, laws, and regulations that promote social development; define science and technology development blueprint and fields of priority
- Organize and draw up mid- and long-term and annual plans on the country's civilian science and technology
- Suggest technology reform guiding principles, policies, and measures; guide departmental and local technology reforms
- Prioritize allocations of resources; oversee science development and technology-related foreign affairs budgets
- Make and implement scientific study plans on high-tech studies, key technology issues, technology innovation projects, and technology development
- Strengthen the establishment and promotion of production of high-tech and science applications; guide the uses of national level "key" technological products
- Formulate and implement the "Torch Plan," "Star & Fire Plan," and technological products' promotion plans. Formulate policies regarding the export of high-tech products
- Create guiding principles and policies for Sino-foreign technological cooperation and communications; take charge of bilateral or multilateral cooperation with foreign governments and related international organizations; designate and manage technology cadres in Chinese embassies and consulates; manage technological assistance programs by foreign governments and international technological organizations as well as PRC technological assistance to foreigners
- Study and put forward suggestions on technology laws and regulations; oversee technological rewards, secrets, markets, and intellectual property rights; promote technology dissemination among local population; support the development of organizations that work on technology consulting, bid inviting, and assessing
- Manage technological information, statistics, and periodicals; manage the National Natural Science Fund Committee and Technology Daily (newspaper)
- Guide and coordinate the technological work among all departments under the State Council, provinces, autonomous regions, and municipalities
- Carry out related job responsibilities assigned by National Technology Education Leading Group
