MHRSS was created in March 2008 from the merger of several government bodies: the Ministry of Labor and Social Security (MLSS); the Ministry of Personnel (MOP), which oversees government employees; and the State Administration of Foreign Experts Affairs.
The new ministry is designed to address China's labor and human resources needs and to build and supervise a comprehensive labor and talent market. MHRSS will take over the functions of its predecessors. From MLSS, MHRSS will inherit the task of resettling workers laid off by state-owned enterprises (SOEs) and managing national medical care and pension issues, as well as manages the insurance of government employees and reform of medical insurance. From MOP, MHRSS will receive the job of overseeing management of technical personnel, state civil servants, and leading executives in key SOEs; it will also help select recently displaced officials who rank above the sub-ministerial level to be special enterprise inspectors assigned to key SOEs.
MHRSS includes the new State Civil Servants Bureau, which will likely focus on improving China's social safety net and promoting employment.
