MCA handles the drafting and implementation of policies and regulations pertaining to broad societal issues, such as those related to disabled persons, the elderly, disadvantaged workers, charitable donation drives, and neighborhood committees. MCA oversees the Marriage Law and the Adoption Law, coordinates disaster relief efforts throughout China, and together with the State Sports General Administration operates the lottery that finances many social welfare programs. MCA is also largely responsible for the governance of village-level elections and other grassroots democracy activities.
In addition to these diverse roles, MCA is responsible for the registration and supervision of all levels of non-governmental organizations within the PRC, including industry associations and domestic branches of international associations.
