- Draft and implement laws, rules, and regulations on certification and accreditation, safety and quality licensing, hygiene registration, and qualification assessment
- Propose and implement guidelines, policies, institutions, and working rules on certification and accreditation, and qualification assessment. Coordinate and direct the certification and accreditation work of the whole country. Supervise and administer related certification institutions and staff registration institutions
- Review products for implementing compulsory certification and safety and quality licensing system, formulate and issue certification marks, qualification assessment procedures, and technical rules. Organize to implement compulsory certification, safety, and quality licensing work
- Manage the assessment and registration of hygiene registration for organizations engaged in import, export, production, and processing of food and cosmetics
- Supervise and administer certifications, intermediary service and technical evaluation functions like voluntary certification, and certification consultation and training
- Manage the qualification assessment and supervision for examination organizations (including Chinese-foreign joint ventures and wholly foreign-owned organizations) that provide certification services
- Organize investigations and reprimands; supervise appeals and lawsuits related to certification and accreditation
- Evaluate and qualify laboratory technical capability in calibration, testing, and examination; implement the assessment, metering certification, registration, and qualifications on border exit and entry inspection and quarantine
- Administer and coordinate international cooperation activities in certification, accreditation, and qualification assessment; sign agreements, accords, and protocols related to qualification assessment
- Manage China-based work of the International Electrotechnical Commission and the International Standardization Organization
- Publicize compulsory standards in China
AQSIQ was formally established in April 2001 by the merger of the State Bureau of Quality Technical Supervision (SBQTS) and the State Administration of Exit/Entry Commodity Inspection and Quarantine (CIQ). The merger upgraded the new organization to ministry level.
Before the merger, China maintained one inspection regime (CIQ) for imports and another (SBQTS) for domestically made goods. The merger represents China's first step toward meeting the WTO requirement that China unify its inspection regime to ensure national treatment. In the past, the PRC government has used the existence of a separate inspection regime for imports as a non tariff barrier, particularly against imports of agricultural products.
