The State Council Bureau of Government Administrative Affairs is responsible for managing the central government's administrative affairs. This includes budget outlays for government staff, including the procuratorate and the central-level courts. The bureau formulates and enforces financial management and accounting rules. The bureau also administers central government real estate, including new offices and cadre residences. In that capacity the bureau implements reform plans for lower-level government employees to purchase their own residences, including managing the housing funds. It manages the logistics for all leaders visiting from provinces, autonomous regions, and municipalities. One of the bureau's more interesting jobs is deciding who has access to government vehicles.
