The China Earthquake Administration (CEA), known as the State Seismological Bureau until 1998, was established in 1971 and is an organization directly administered by the State Council. CEA is charged with China's earthquake preparedness and response. Main functions include formulating and implementing national strategies, policies, laws, and regulations for earthquakes; organizing and drafting the national program for earthquake preparedness and disaster mitigation; administering nationwide activities related to earthquake monitoring and prediction; and managing the use of funds for projects and activities related to earthquake preparedness and response. In the event of an earthquake, CEA also serves as the Earthquake Disaster Relief Command Headquarters for the State Council. CEA has five departments and one office.
