The Counselors' Office of the State Council was initially established in November 1949 and is administered directly by the State Council. The Counselors' Office is a research, consulting, and advisory organization that serves the CCP and the State Council. Its major functions include conducting research and investigations on the CCP, the PRC government, and on issues of concern to the public; offering advice to leading officials in the State Council; suggesting amendments to drafts of state laws, regulations, and documents; maintaining close contact with all sectors of society to gauge and reflect public opinion; and directing the operations of counselors' offices in local governments.
Counselors of the State Council are appointed by the premier; there are currently 37 counselors in addition to the deputy director and three deputies. Most candidates are influential non-CCP experts, scholars, and public figures with the interest and qualifications to participate in and deliberate state affairs.
