DRC is one of several academic think tanks directly under the State Council. Its portfolio includes a broad range of social and economic issues with which the state is currently grappling. The DRC focuses on overall, comprehensive, strategic, and long-term issues, providing policy suggestions and consultative opinions to the CCP Central Committee and the State Council. On the economic front, the DRC studies and provides consultative opinions on China's industrial economic development strategy, enterprise organization, and ownership structure; technological innovation and encouragement of high-tech industries; and foreign trade policies, including capital flows and protectionism. On the social front, DRC looks at income distribution, social security, natural resource utilization, environmental protection, and population planning. DRC also undertakes comparative studies of how other countries have dealt with some of the same problems.
