The General Administration of Customs is responsible for evaluating the dutiable value of imported and exported goods. Amendments to China's Customs Law, which took effect January 1, 2001, aimed to increase Customs' regulatory and enforcement authority, improve the transparency of customs procedures, and strengthen the legal framework governing Customs activities to bring China's customs regime into line with the international practices embodied in the Kyoto Customs Convention and the WTO Customs Valuation Agreement. As a WTO member, China has begun to implement the WTO Customs Valuation Agreement and reform its valuation and duty collection methods. Customs is also one of several authorities that deal directly with IPR enforcement and smuggling. The 2001 law granted Customs new investigative and seizure powers, including the right to investigate offenders outside designated customs areas and to recover unpaid duties by seizing assets. The revisions also formalize the existence of the Antismuggling Investigation Bureau, established in January 1999, and give Customs the right to confirm the origin of imports and exports, rather than simply accept customs declarations.
