NBS reports directly to the State Council and is chiefly responsible for drafting and implementing statistics, laws, and regulations. NBS is also in charge of collecting national statistics, carrying out national censuses, and verifying and disseminating national statistics to the public. Furthermore, NBS oversees the statistical and accounting activities of local governments and ministries, and is responsible for approving their statistical standards and survey plans. In addition to formulating the national statistical system and standards, it also works to improve the systems for national accounts and statistical indicators, the automated statistical information system, and the national statistical database.

In recent years, NBS has exercised its regulatory authority in the arena of domestic market research. According to the August 1999 Provisional Management Regulations on Foreign Survey Activities, firms that conduct market research on behalf of foreign or foreign-invested enterprises must obtain licenses from and undertake some reporting for NBS. NBS's primary goal seems to be to ensure that foreign data gathering in China focuses purely on economic matters, and this regulation has surprisingly allowed firms more freedom in their market research in terms of protecting proprietary information.

NBS established the China National Accounting and Growth Center in cooperation with Beijing University in March 2003 to produce research on China's macroeconomic development and training on economic statistical methods. NBS Director Zhu Zhixin concurrently serves as director of the center, while the director general of the NBS Department of National Economic Accounts Xu Xianchun and the Dean of the Beijing University School of Economics Liu Wei serve as the center's executive deputy directors.
