- Draft laws, administrative regulations, and technical standards on work safety;
- Analyze the work safety environment; propose national work safety plans; and instruct, coordinate, and supervise special safety supervision work conducted by relevant departments;
- Supervise mine safety;
- Disseminate information on work safety nationwide, including publishing statistics of casualties in accidents across China and organizing and coordinating investigation and handling of major accidents;
- Oversee training and implementation of work safety technology
SAWS has operated as an independent office reporting directly to the State Council since March 2003. SAWS, initially founded in 1998 after absorbing the responsibilities of work safety supervision from the former Ministry of Labor, previously reported to the former State Economic and Trade Commission. The current office is paired with the State Mine Safety Supervision Bureau, which was established to assume the safety responsibilities of the former State Administration of Coal Industry in 1999.
