The State Forestry Bureau manages forestry resource protection, including promoting tree planting and fighting soil erosion. It primarily focuses on crafting national development strategies, drafting and implementing laws and regulations on forestry construction, protection, and management. The State Forestry Bureau oversees the use of national-level lands, but its local presence has been scaled back in recent years. This represents a significant change for the State Forestry Bureau, since much of its work--from reforestation to the maintenance of forest reserves--takes place at the grassroots level. Forestry work also includes overseeing the use and protection of wild plant and animal life under state protection. Although the State Forestry Bureau placed a ban on logging in certain areas in 1998, the bureau supervises state-owned forestry and timber firms, approving all projects, including the development of commercial forests.
