- Provide domain names registration; IP address distribution, autonomous system (AS) codes distribution, etc
- Maintain a national catalogue database that includes information on network consumers, addresses, domain names, AS codes, etc
- Tabulate statistics on the development of the Internet in China; provide information on policies and regulations regarding the Internet
- Provide Internet technology and application training for the general consumer
- Maintain contact, on behalf of China's network organizations, with other international Internet network information centers
CNNIC was founded in 1997 as a nonprofit government agency. The Computer Network Information Center of the Chinese Academy of Sciences is responsible for the day-to-day management of CNNIC. In broad terms, CNNIC is under the Ministry of Information Industry, but administratively it is responsible to the Chinese Academy of Sciences.
CNNIC oversees the registration and administration of domain names, IP address distribution, and database services, such as collecting website and policy information. CNNIC lacks administrative mechanisms to handle domain name disputes, thus, China's courts have handled such disputes. CNNIC is not obligated to cross-reference domain name applications with SAIC or with the Trademark Office to ascertain whether a domain name conflicts with a registered trademark or an existing company name.
