SATCM is involved in community healthcare, health education, disaster relief, and disease prevention. One of its primary functions is to establish a healthcare system based on hospitals practicing traditional Chinese medicine (TCM). Hospitals that practice TCM, hospitals in which TCM is integrated with Western medicine, and hospitals that practice national minority medicine all fall under the jurisdiction of SATCM, which works to improve the quality of healthcare offered by these hospitals. Another of the administration's functions is to improve the efficacy of TCM in preventing and treating disease, and therefore SATCM works to establish and improve institutions of higher learning that specialize in TCM. Three out of 30 TCM institutions of higher learning are directly under the supervision of SATCM, with the Beijing University of Chinese Medicine as the key TCM university in China. With regard to TCM education, SATCM is currently pursuing several goals: to change the concept of TCM as "specialty work" to bring greater legitimacy to the study of TCM; to stress the importance of both comprehensive quality education and continuing education; and to encourage creativity and individuality among students of TCM. The administration also researches the medicines and procedures in TCM to improve their effectiveness and to reduce any side effects they might cause. In addition, SATCM cooperates with international healthcare organizations, such as the World Health Organization, to promote greater understanding of TCM worldwide.
