The State Council Leading Group on Climate Change and Energy Conservation was established in June 2007. The group is mainly responsible for researching and drafting national strategies, policies, and implementing measures on climate change, energy conservation, and emissions reduction and coordinating their implementation among participating agencies. The group also studies China's international cooperation on climate change and international negotiations. It holds plenary sessions each year, generally in June or July, to review progress and set goals for the upcoming year.
General office responsibilities for the group are handled by the National Development and Reform Commission's (NDRC) Department of Climate Change Response. The Ministry of Environmental Protection (MEP) handles daily work for the group's emissions-reduction mandate.
Membership of the leading group is comprised of senior officials (including minister and vice minister-level officials) from the State Council, NDRC, MEP and 18 other government agencies:
