Rule of Law. In 1998, the National People's Congress expanded citizens' rights by restricting arbitrary detention without trial and guaranteeing access to counsel in criminal cases. Nearly 30,000 lawsuits are filed annually challenging abuses of state power, of which about 20% lead to outcomes striking down or modifying the government's decision.
Village-level Democracy. About 500 million Chinese peasants have participated in village-level elections. In some provinces, 40% of winning candidates do not belong to the Communist Party.
Access to Information. Millions of ordinary Chinese now have access to Hong Kong television programs, foreign magazines and newspapers, the Internet, satellite dishes, and copier and fax machines.
