Businesspeople and other China watchers have been waiting in vain for a decade for China's Antitrust Law to emerge. Instead, China on March 7, 2003 launched an antitrust notification and review regime for foreign-related acquisitions (the antitrust rules) as Articles 19-23 of the Provisional Regulations on the Merger and Acquisition of Domestic Enterprises by Foreign Investors (the M&A regulations, see A Roadmap for China's Mergers and Acquisitions).
