Monica He, PhD
Monica supports Amgen’s engagements in the Asia Pacific region with the goals to serve patients through science and biotechnology and to promote health system resiliency. She previously served as Senior Director for International Affairs at the Biotechnology Innovation Organization (BIO) and was responsible for BIO’s public-private partnerships in Asia, including policy dialogues to promote the growth of the innovative biomedical and life sciences industries in the Asian economies.
From 2012 to 2016, Monica was the Director for China, Hong Kong, and Taiwan Affairs at the Office of the U.S. Trade Representative (USTR), an agency of the Executive Office of the
President of the United States. While at USTR, she organized negotiations under the U.S.-China Joint Commission on Commerce and Trade (JCCT) and led the development and implementation of U.S. trade policy for China in the life sciences and healthcare industries, including biopharmaceuticals, medical technology, and healthcare services. Monica also oversaw the U.S.-Taiwan Trade and Investment Framework Agreement (TIFA) negotiations from 2015-2016. Prior to USTR, Monica served in the Foreign Agricultural Service of the U.S. Department of Agriculture (USDA), where she led agricultural trade negotiations on behalf of the United States at the World Trade Organization. Monica was a U.S. Presidential Management Fellow from 2008-2010 and has a BA in Sociology and Economics from the University of Chicago and a Ph.D. in Sociology from Columbia University in New York.
