The Communist Party of China (CCP) Congress will host a significant meeting for senior party leadership at the end of October – the fifth plenum – during which they will review an outline of the 14th Five Year Plan and a new set of targets for 2035. There has been much speculation about the next Five Year Plan, covering 2021-2025. Will it include more information about the dual circulation strategy or tech self-reliance? Which industries and reforms will China prioritize over the next five years?
