In recent years, the United States has ramped up its use of sanctions and export controls in an attempt to address a range of national security, technology, and human rights concerns related to China. In response, China has expanded its toolbox of counter sanctions measures, including an Anti-Foreign Sanctions Law passed just in June. These sanctions regimes and countermeasures increasingly threaten to place US companies in untenable positions where they must choose between compliance with one country’s laws or the other’s.
