The Trump administration wants to be able to impose tariffs on China if it violated its promises in any future pact — without retaliation. Yet Beijing would likely regard such a mechanism as infringing on its sovereignty. But without enforcement, “it’s difficult to see how they will conclude a deal,” Ennis said.
