But the US actions so far may be indirectly driving away some business. Jake Parker, senior vice president of the US-China Business Council, which represents American companies doing business in China, says he has been told of one Japanese company urging Chinese companies to switch from their US suppliers. The message, he says, is: “You can’t rely on US technology because you might be cut off from it in the future.”

American companies operating in China do not seem to be particularly grateful for the help. A membership survey conducted in May and June by the US-China Business Council, a trade group, found that for 37% of respondents the cost of the tariffs outweighed the benefits of the trade agreement, and 56% said it was too soon to say. In August, the US-China Business Council said in its annual member survey that nearly 70 percent of US businesses operating in China expressed optimism about market prospects, and 87 percent reported that they had no plans to shift production out of China.
