Han Changfu serves as minister of the newly created Ministry of Agriculture and Rural Affairs. This ministry was formed in March 2018, combining functions of the now-dissolved Ministry of Agriculture, agriculture investment project functions of the National Development and Reform Commission, agriculture development project functions of the Ministry of Finance, farmland renovation project functions of the Ministry of Land Resources, and farmland water conservancy construction project functions of the Ministry of Water Resources. Han formerly served as minister and party secretary of the Ministry of Agriculture since 2009.
Born in 1954 in Heilongjiang Province, Han graduated from the Agricultural Economics Department of Renmin University of China. He spent his early career at the Communist Youth League of China, where oversaw the Publicity and Youth Peasantry departments, and later served as a member of the organization’s Standing Committee. In 2001, Han became executive vice minister of the Ministry of Agriculture, and in 2003, he transferred to the Research Office of the State Council, where he served as deputy party secretary and deputy director. Han left Beijing in 2006 to take the position of acting governor of Jilin Province, and became governor the following year. Han served in this capacity until 2009 when he was appointed Minister of Agriculture.
