Lu Hao was appointed minister of the newly created Ministry of Natural Resources in March 2018. This ministry combines functions from the Ministry of Land Resources, National Development and Reform Commission, Ministry of Housing and Urban-Rural Development, Ministry of Water Resources, Ministry of Agriculture, State Forestry Administration, State Oceanic Administration, and the State Bureau of Surveying and Mapping.

Born in 1967, Lu is an economist by training, with a master’s degree from Peking University in 1989. Lu’s political career has been fast-tracked, serving as the youngest person to hold a number of offices. In 1995, Lu was made head of a state-owned wool factory in Beijing at the age of 28. In 1999, Lu went into public administration as head of the administrative office of Zhongguancun, a technology hub in the Haidian District of Beijing known as China’s Silicon Valley. Lu went on to become Beijing’s youngest vice mayor in 2003.

In June 2008, Lu became the youngest ministerial-level official when he was named the first secretary of the Communist Youth League Central Committee, a position previously held by numerous political heavyweights. Lu became the youngest member of the 18th CCP Central Committee in 2012, and served as the youngest governor of Heilongjiang Province from 2013 to 2017. Lu continues to serve as the youngest member of the current 19th CCP Central Committee.
