The State Council appointed E Jingping minister of Water Resources and party secretary of the ministry’s party leadership group in March 2018. He is also a member of the 19th CCP Central Committee, and was an alternate member of the 18th Central Committee.
Born in 1956, E comes from an engineering background, graduating from the North China University of Water Conservancy and Electric Power in 1983. Upon graduation, he was assigned to the planning department of the Ministry of Water Resources where he rose through the ranks. In 1993, he became the deputy director of the River and Lake Water Resources Committee, and eventually went on to serve as the committee’s director and party secretary. From 1997 to 2001, E served as director and party secretary of the Yellow River Water Conservancy Committee. E joined the Ministry of Water Resources Party Leadership Group in 2001 when he became director of the office of the State Flood Control and Drought Relief Headquarters. E was promoted to vice minister of the Ministry of Water Resources in 2003 and vice party secretary in 2008, positions he held until his latest promotion in March 2018.
