Li Xiaopeng was re-appointed minister of transportation in March 2018. From 2012 through September 2016, Li served as governor of Shanxi Province. From 2010 to 2012, he served as a first-ranked deputy governor of the province. Before that, he was chairman of Huaneng Power, a major electricity company based in Shanxi.

Li Xiaopeng was born in 1959 and is a native of Sichuan province. He is the oldest son of former Chinese Premier Li Peng. Li Peng was acting premier and then premier from 1987 to 1998. Li Xiaopeng graduated from the North China Institute of Electric Power in 1982 and is a senior engineer in the field of power plants and power systems.
