USMCA Is Not Renewed. It Is Also Not Over.
The US-China Business Council (USCBC) welcomes the opportunity to submit comments to the Office of the United States Trade Representative (USTR) regarding the US-China Board of Trade (the “Board”).
USCBC represents 270 American companies doing business in China. Our membership includes some of the largest and most iconic American brands, as well as small and medium-sized enterprises spanning energy products, manufacturing, agriculture, healthcare, technology, consumer products, financial services, and other sectors. Many of these companies have operated in China for decades, navigating the opportunities and persistent challenges of the market.
USCBC supports the administration’s efforts to create a structured mechanism for addressing commercial issues with China. For many years, the lack of a regular forum means both governments have struggled to resolve commercial differences. The proposed Board should replace episodic negotiations with a predictable process for advancing US economic interests, expanding market access, and enforcing Chinese commitments.
For full effectiveness, the Board should provide tariff relief and support American businesses in China. It should tackle longstanding concerns regarding China’s trade and industrial policies while creating opportunities to grow bilateral trade, reduce tariffs where appropriate, improve market access for competitive US exports, and strengthen the global competitiveness of American companies across sectors. USCBC recommends that the Board focus on getting measurable commercial outcomes for American businesses, workers, farmers, and consumers.
