China’s new regulations on fair competition reviews were recently introduced by the State Council and SAMR. This has potential implications for many of our member companies across different sectors, particularly affecting the requirements for subsidies and tax compliance.

In light of this, USCBC is bringing together experts from PwC and Baker McKenzie FenXun to provide comprehensive analyses of these changes, particularly in relation to the legal background, new compliance requirements, and practical perspectives on local relationships. Moreover, this is a chance for multinational companies to share and learn best practices on these issues, particularly for the government affairs and tax compliance practices.

  • Linda Zhang, Tax Partner at PwC
    • Linda Zhang has accumulated extensive experience and knowledge in providing services to MNCs and domestic companies covering industries of manufacturing, trading, retail, industrial products, and automobiles. Linda has participated in major tax audit defense work in recent years. Her experience in this regard covers pre-audit health checks, audit period assistance, post audit defense and tax appeals.
  • Ricky Xue, China Tax and Business Advisory Partner at PwC
    • Ricky Xue provides China regulatory consulting and implementation services, which include market entry advice, corporate restructurings, and more. Ricky has assisted various clients in different industries to build up their China operations structure. In years of work, Ricky has built up networking with key government authorities at state and local levels. He has also assisted clients to strengthen communications and promote the relationship with the government authorities.
  • Laura Liu, Partner at Baker McKenzie FenXun
    • Laura Liu advises clients across a range of transactional, advisory, and contentious competition matters, with a focus on China antitrust legal issues. Laura has experience in multi-jurisdictional competition law issues as well, having worked in Baker McKenzie’s Brussels office, where she assisted clients with multijurisdictional merger filings and antitrust compliance. Laura has also handled National Security Review (NSR) filing and has assisted several clients in passing the NSR in China. In addition, she has considerable experience in handling dawn raids and antitrust investigations facing the China competition authority.
