David Thomas is the Senior Vice President at the US-China Business Council, responsible for the management of the Council’s Washington, DC office.

Thomas has two decades of experience advising and advocating for businesses across a range of sectors on international policy matters, including as a trade association professional, outside counsel and lobbyist, and congressional trade committee staffer. Before his tenure at USCBC, he served as Senior Counsel of Global Policy and International Trade at the Entertainment Software Association (ESA). In this role, Thomas played a key role in driving the ESA’s efforts to promote the global policy and market access priorities of the video game industry.

Among his other professional experiences, Thomas previously served as Vice President, Trade Policy, at the Business Roundtable (BRT), an association of chief executive officers of America’s leading companies. At BRT, he led efforts to advance common member priorities on issues including US-China negotiations, tariffs, and NAFTA modernization, often coordinating with trade association partners in other countries. Thomas also served as Trade Counsel for the Subcommittee on Trade of the Committee on Ways & Means within the US House of Representatives.

Thomas is a graduate of Dickinson College and the University of Maryland School of Law.
