Zhang Lipei is Acting Senior Vice President & Head of China Operations at USCBC, where she oversees the Beijing and Shanghai offices and leads strategic advocacy for the Council’s approximately 270 member companies. With over 15 years of experience in public policy and government affairs, including 11 years at USCBC, she advises US multinationals on regulatory navigation, trade risk, and proactive policy strategy in China.
Before joining USCBC in 2015, Zhang served as a project manager on the EU-China Trade Project II, a €25 million EU-funded initiative focused on capacity building and policy exchange with Chinese government counterparts. She holds a bachelor’s degree in marketing from Concordia University’s John Molson School of Business and is completing her Executive MBA through the Kellogg-HKUST program in June 2026.
On May 14, China’s National People’s Congress and State Council released their legislative plans for 2025, offering a window into economic and social priorities. Included are a landmark law to guide macroeconomic development planning, stricter regulation of financial markets, and legal tools to respond to foreign sanctions.
Over the past month, US-China trade tensions have escalated to unsustainable heights. In response to new US tariffs, China imposed a 125% tariff on all US imports, noting that it will not engage in any further tariff increases as part of a “numbers game.”
China’s Anti-Monopoly Law (AML) recently underwent its biggest change in 14 years with a new amendment passed by the Standing Committee of the National People’s Congress on June 24.
USCBC has been conducting monthly benchmarking interviews to understand the impact of lockdowns, gauging progress on resuming normal operations, and advocating with both central and local governments on behalf of members since April.
