Mr. RUI Wenbiao

Mr. RUI Wenbiao obtained a Bachelor of Law degree from East China University of Political Science and Law in 1992 and a Juris Master degree from the same university in 1996. He has been engaged in judicial work in local courts since 1999. He was formerly Chief Judge of the Intellectual Property Division and the member of the Adjudicatory Committee of the Shanghai Second Intermediate People’s Court, and then became the Chief Judge of the Intellectual Property Division and the member of the Adjudicatory Committee of the Shanghai High People’s Court. He transferred to a new government post as the Deputy Director General of Shanghai Intellectual Property Administration (SIPA) in 2015. Mr. RUI was appointed Director General of SIPA in 2018.
